Currently, Vindicator hardpoints make Avenger hardpoints redundant.

So if you research:

  1. Avenger hardpoint
  2. Vindicator hardpoint

Only vindicator hardpoint will be available for building. But if you research:

  1. Vindicator hardpoint
  2. Avenger hardpoint

Both will be available for building, which is undesirable.

This patch fixes that bug. Barring further objections, it will be committed to 2.3-branch.
