Currently a bunch of behaviors which are supposed to be AI are activated after loading a save game from the single player campaign. Patch modifies the code to correct that in skirmish saves to work in that case as well. This is one cause for [#1284] and probably others, but I'm not sure it's the only cause.

Make sure that for campaign, we always set the is human flag correctly on savegame load. This closes #1628
