Units won't hit structures due to fix of Changeset 08f9fa5 (Shoot through terrain) #2386

This doesn't quite fit in this ticket: #2331 Targetting still wrong

The problem with the fix 08f9fa5 is as follows:

When units are assigned to attack an enemy building or unit and there is a small hill in the way between the tanks and the target, the units won't move close enough to the target, to actually hit it. I suppose this will happen in the 3.0 Beta 5 (If it's cooming soon) also. The units will need to check back, if they got a line of sight to the target to have a chance to hit it. Look at the 2.3.6 savegame attached.

I will add 2 or 3 more savegames, to demonstrate more problems due to the fix made, like hitting a target around the next corner.

as requested here is the save data for alpha 12 that shows the problem I'm having not being able to hit targets

as you will see from the attached save I'm at the point where I'm starting the slow march up to the new paradigms base and I've called in a squad of hover bunker busters to try and take down there turrets however I'm having a lot of difficulty hitting them

the irony here though is that I should be able to hit them my units are a good distance away and I should have a good firing line but for some reason there shooting to low and keep hitting the ridge line instead of the intended target what gives why cant I hit there turrets ?

you will also note that if you watch the group of cyborg that are attacking my tanks by the LZ you will observe that they cant hit my tanks and the tanks that are firing back cant hit the cyborgs because the terrain keeps blocking there shots

it's only the fact I have mortar pits and bombards on duty that I can hit them at all this same scenario plays out the say way on every other level when you are fighting over uneven ground most of the time you simply cant hit what ever it is you are shooting at because your shots keep hitting the ground and the only reliable way I have found to deal with this is to move into point blank range so I'm practically running the enemy units over

I guess we'll go with the simple solution of just restoring the old behaviour, even if that makes terrain blocking dependent on the height...

Allow projectiles to go through terrain again.

Reverts part of 08f9fa58789d20c64ed8eaa0e9076b08d4cf8947.

Closes #2386.
