The reason for kicks on master is ... scavengers! #2477

When you host the game with scavengers on the latest master, you will always get kicks for incompatible mod, even you play with yourself on the same computer with the same profile. Without scavengers, everything works fine.

Thanks for the precise and easily reproducible bug report. At least the kicks for incompatible mods when playing with regular (non-scavenger) AIs was caught before release...
