The game does a LDS_CAMCHANGE.
If you load up CAM_2A first, then load the savegame above, it will work (if you patch the shutdownTerrain() function with

ASSERT_OR_RETURN( ,sectors, "trying to shutdown terrain when it didn't need it!");

then ignore all the other asserts as well, the game will load up with no texture missing issues.

This whole level loading code is a real PITA to deal with, and can't really tell if the problem is the saving or loading code or both, at this time.

Can't replicate this on the latest version.
