[3.1_beta10] - "Artifact Recovered" plays for all players in multiplayer. #3488

When any player recovers an artifact during multiplayer matches, all players in the game will hear the confirmation "Artifact Recovered" even if they were not the one recovering it. This includes if a player is not on an allegiance or team with the one who recovered the artifact.

Only play ID_SOUND_ARTIFACT_RECOVERED to the player picking up the artefact.
