Cyp commented Fix CB fire against mobile targets. Steps to reproduce:
To trigger, the artillery must be built after the last CB sensor in range of where the mortar borg attacks. Any Workaround: Player A can build an uplink, so that the mortar borg becomes visible, and the artillery fires. If Fixes #3529.

| by CypArtillery doesn't fire, but the turrets face the target ready to fire, and are not busy reloading.
No idea why. Sometimes happens, then all artillery is suddenly useless.
