Having done a bit of research, I think this is based upon Wonders of the sky.

So do want to ask if we can re-licence under 3.0 or try to find/make another skybox to use instead?

yeah we had a problem over at vega strike about a license issue. Make sure EVERYTHING is compatible with the GPL. I think openSUSE factory may be the strictest if you are trying to get in there. Before trying to change to CC BY 3.0 make sure that its useable first. And make sure no one tries using CC * NC as non commercial definitely is not GPL friendly.

This isn't about GPL compliance, the image isn't a derivative work of any GPL material. The issue is with the DFSG and Debian, which considers CC 2.0 licenses as non-free. For Debian, these are non-free: CC <= 2.0, CC NC, CC ND, CC-Sampling (and possibly some I forgot) so please do not use them.

That said, I'm not sure if the game as a whole would be considered a derivative work of both the (GPL) code and (partially CC) data. I can ask the FSF/SFLC if you want me to. If that were to be the case, the CC 2.0 licenses appear to be GPL incompatible, not sure if that is the case with the CC 3.0 ones though:
