Had this in multiplayer game on 3.1.1, just once. Absolutely no idea how to reproduce. Logs are clean.
Once research is successfully completed in a particular lab (not from the start of the game, no idea from when), the progress bar forever remains at 0%, as on the screenshot. The lab works normally, just a graphical glitch. If you order another research in the affected lab, the glitch appears again on that lab once the research is completed. Other labs work fine.
Probably somebody could blind-guess something based on this vague description...

Don't suppose if you have seen this in master or not?
I did correct some stuff that might cause this, but, I can't be sure I got all cases.
So, if you figure out a way to replicate that... let me know. :)
