Это не ошибка игры, а винды. Зайди в файл настройки и в конфиге поменяй

• Зайти в "Документы/Warzone 2100 3.1\3.1.3\ файл config открыть блокнотом - в этом файле в пункте language поставить =ru.
• Установить игру в папку по умолчанию, что предлагается установщиком игры.
• В "Панели управления" в пункте "Язык" проверьте наличие Русского языка и установите его на первое место в самый верх. Там же в "Административные" закладке поставь "русский" для програм которые не поддержуют Юникод.
