This is simple to reproduce: select a group of trucks and queue a few building orders. Then select a different group that includes at least one of the trucks in the first group and queue some other orders. Those trucks that are common to both groups will stop working on their orders from the first queue and immediately start working on the second queue.
This happens in the master versions and in 2.3 as well, last time I checked.
