If you recover the power module and install it before actually removing all scavengers in the area, the mission will not complete and there will be no way to complete it. Possible that this also occurs if you simply recover the module first without installing it, and then remove the other scavengers, but have not tested.

Tested both conditions and neither caused any problems. This is assuming you did not load this mission later from a save.

Maybe the same problem reported in #4555, #4460, and #4428. Did you save and load this mission when you encountered the bug? If so then I probably fixed it with the latest commit in my campaignJS branch https://github.com/KJeff01/warzone2100/commits/campaignJS.
